Health Informatics Specialist (HIS) will function in a
multidisciplinary team environment, providing health information
technology technical and policy support to the Quality Measurement
(QM) team at CORE, particularly as it supports the Centers for
Medicare & Medicaid Services (CMS) transformation of its quality
measurement programs to fully digital quality measures. The HIS
will support CORE in two main areas: 1) advising clients on the
design (and redesign) of technical solutions and policy strategies
for digital quality measures, and 2) supporting COREs expanded
development of digital quality measures (dQMs encompass electronic
clinical quality measures (eCQMs) and other electronic data-based
measures such as claims-based measures). We seek a candidate who is
a problem solver and strong communicator who can (1) optimize the
technical design of prototype software for national quality
measures that access electronic health record data via FHIR APIs;
and (2) support COREs work to bridge the policy and technical
aspects of digital quality measurement to accelerate the nations
uptake and application of digital quality measures to the benefit
of patients. The list of accountabilities is not intended to be
all-inclusive and may be expanded to include other duties that
management may deem necessary from time to time. The duties of this
position can be carried out remotely if this meets the business
needs of CORE. Flexible work schedules and telecommuting are

Responsibilities:
1. -Advises government and private clients on application design
and data architecture for efficiently collecting data for and
calculating electronic clinical quality measures (eCQMs) and
digital measures using a wide array of data sources including
patient generated health data, patient reported outcome data, and
administrative claims. Advises on redesign of national quality
measurement calculation tools for use with FHIR APIs. Supports
COREs development of new eCQMs, patient-reported outcome-based
performance measures (PRO-PMs), and other digital measures for CMS
and private clients.2. -Advises on redesign, testing and certifying
of software tools to implement quality measures in federal
reporting programs that leverage data from a wide range of data
sources including provider FHIR APIs.3. -Assists with defining user
requirements and testing strategies for ensuring functionality of
clients digital measure technologies.4. -Supports the planning and
execution of connection testing (e.g. at HL7 Connectathons) with
collaborators.5. -Actively contributes to, tracks and is visible at
national policy forums on health data standards and
interoperability such as HL7 FHIR Accelerator activities and the
Office of National Coordinator certification regulations and
policies. Advises on federal HIT policy related to quality
measurement.6. -Assists CORE staff in specifying and testing eCQMs
and other digital measures.7. -Supports the development of
patient-reported outcome data collection tools for the PRO-PMs that
CORE develops. Evaluates and/or adapts software products to support
data collection for quality measurement, such as applications for
patient reported outcome measures (PRO-PMs). Assists with
recruiting and overseeing technical support contractors as
needed.8. -Advises on the development of COREs data assets and
capacity for building and testing eCQM and other digital measures.
Works with COREs Center for Computational Health (CCH) to optimize
work allocation, training and staff development related to QM
across CORE. Identifies and expands partners for collaboration.
Qualifications:
EDUCATION -Bachelors degree in software engineering, computer
science, medical informatics, public health or a related field is
required. -EXPERIENCE -A minimum of 5 years of experience in the
technical and data aspects of quality measurement or clinical
support applications closely related to measurement and clinical
informatics is required. Previous experience with research
informatics or similar field, working with multidisciplinary teams,
and leading application development tasks is also required.
Experience working in an academic or contract research organization
is preferred. -LICENSURE -N/A -SPECIAL SKILLS -Technical
software/platform knowledge of the following is required. This
includes knowledge of application design and architecture,
application development, and services design and development in
healthcare environments. Additional required special skills include
experience with healthcare data standards (FHIR, HL7, DICOM),
experience with use-cases involving EHR data in
downstream/value-add applications, and a good understanding of the
challenges and limitations of using real-world clinical data in
quality measurement. Lastly, special skills in the areas of quality
improvement and research, an understanding of FHIR API and app
design, and a familiarity with eCQM development using CMS tools,
including Bonnie and MAT, and with Clinical Quality Language (CQL),
