SUMMARYThe Director of Facilities Planning is primarily focused on directing facilities planning and design efforts for the York Street and Saint Raphael's Campuses, which together comprise 3.5 million square feet of space and have a broad spectrum of key clinical programs for the Health System. The role takes into account large scale and long term clinical and facilities goals and the development of implementation plans that align them. As such, the Director develops day to day working relationships with Service Line Leaders to support their work to develop facilities solutions and to maintain awareness of that work between service lines. In addition, a key responsibility is to maintain and promote awareness of infrastructure needs, improvements and constraints to projects through connection with Facilities Engineering, and to help foster continued campus growth and renewal.The Director of Facilities Planning is also the role that serves as Project Executive, leads and develops large ( > $100M) inpatient capital projects for Yale New Haven Hospital. The role directs the maintenance of the multi-year facilities capital plan for the system at large. In this way, the role is meant to help promote projects at the delivery network level within the larger context of the system as a whole. This role works to maintain strong connections with the Director of Infrastructure, the Director of Ambulatory Projects, the Executive Director of Real Estate and the Facilities Engineering Directors across the system to help reflect these areas of priorities in the multi-year plan as well. The position reports to the Executive Director of Facilities Planning as a means to alignment with and direction from senior system leaders in addition to Corporate Facilities leadership priorities.EEO/AA/Disability Veteran.RESPONSIBILITIES1. Leads Planning and Design Efforts within FD&C for New Haven Campus (YSC and SRC) Projects: Directs planning and design efforts for YNHH and provides oversight for projects as they relate to the long term facilities environment as well as to each other.1.1. Assembles the FD&C Project Team and brings on appropriate consultant partners.1.2. Highly involved in initial planning efforts with DN and Service Line Leaders to interpret and develop project goals, guide and challenge planning assumptions and set initial interactions with consultants.1.3. Facilitates discussion with the project team (users, project managers, partners and consultants) as projects transition from planning to design processes to ensure a clear scope is established and project implications and impacts are fully considered.1.4. Develops the necessary policies and procedures to ensure support for the responsible Project Managers and Assist the Project Managers in advancing designs and creating realistic budgets and schedules.2. Large Project Leadership: Serves as the FD&C Senior Leader for Large Projects ( > $100M) at Yale New Haven Hospital. 2.1. Serves as the primary link between Large Projects and both FD&C and System Senior Leaders to communicate design/scope, budget, timeline and maintain the focus on project goals, challenges and expectations in a changing environment.2.2. Responsibilities in 1.1 to 1.4 above also apply here.3. Supports New Haven Campus Master Planning Efforts: Supports the Executive Director for FD&C in producing master planning efforts as they relate to YSC and SRC Campus and works to develop the individual components of Master Plans.4. Seven Year Capital Planning: Directs the ongoing update to the Seven Year Capital Plan in partnership with the Senior Manager of Construction Services.4.1. Meets periodically with DN, Service Line and other leaders to facilitate updates to the Seven Year Capital Plan including emerging project initiatives and master plans as well as updates to budgets, schedules and priorities.4.2. Oversees data management for the plan through the Senior Manager of Support Services, Coordinators and Finance Liaison.5. Aligns Planning Efforts with Goals of Institutional Partners: Because the impact of and input to Capital Projects extends beyond end users, successful engagement with both clinical teams and a variety of institutional partners (Regulatory, Finance, Supply Chain, etc.) is paramount. It is this Director's role to lead the development of these system relationships with specific emphasis on the New Haven YSC/SRC campuses.5.1. Regulatory: The Director participates in the System Accreditation and Regulatory Committee (SARC) and provides direction to FD&C related to regulatory issues and policy. Day to day maintenance and engagement on specific regulatory items for FD&C projects falls to the Senior Manager of Project Support, who reports to this Director or to individual project managers as it relates to projects. The position oversees updates to and training on regulatory components of project design and construction through the Manager of Support Services and Project Managers. The position may also assist in seeking clarifications on regulatory issues from AHJs.5.2. Finance: The Director is in regular dialogue with the Finance Department along with the other Director level leadership of FD&C and has particular responsibility for developing and communicating reliable information on project scope and budget for YSC/SRC Projects as well as large scale system projects to help inform capital decision-making. The Director's involvement in leading Seven Year Capital discussions is also a primary communication point with Finance.5.3. Supply Chain: The Director oversees the Senior Manager of Support Services, who is the primary liaison with the Supply Chain group Leadership, with a goal to promote cost savings and good value for the system as a key part of construction projects. The Director partners with Supply Chain to achieve strategic and competitive purchasing arrangements (RFPs, leveraging of Vizient, planning for bundled purchases, etc.) as well as promoting standards utilization within FD&C.6. Design Responsibilities: (as they relate to Projects in 1 and 2 Above)6.1. In coordination with the FD&C Executive Director, leads RFP process for architectural, engineering and other consulting services, reviews proposals and engages teams.6.2. Ensure that detailed and periodic design review is carried out on every project and that other measures for quality control (risk assessments, commissioning, lessons learned, etc.) are in place and utilized.6.3. Support and enforce the review and use of standard design components for planning, project specifications and detailing.6.4. Lead, support and enforce the use of standard project management tools: EBuilder, the Staff Project Manual, the Construction Safety Management Guide, etc.7. Construction Responsibilities (as they relate to Projects in 1 and 2 Above)7.1. In coordination with the FD&C Executive Director, leads RFP process for construction managers and GCs, reviews proposals and engages teams.7.2. Maintains standard contracts with construction managers that provide economy of scale for the Health System.7.3. At an executive level, and in coordination with other leadership provides final review of project bids and approves final bidder selections.7.4. Approve requisitions, change orders, shop drawings, punch lists, and final inspections.7.5. Processes changes where necessary, as expeditiously as possible to preserve construction schedules and minimize additional client expense.7.6. Reports to those responsible for working drawings and specifications any suggestions revealed by construction administration activities that may result in improved production and detailing procedures.7.7. Maintains cordial and harmonious relationships with the various contractors throughout the construction process by means of firm yet fair supervision with due regard for the interests and rights of all parties concerned.8. Other - Assume as required the role of Project Executive in relation to specific high profile hospital departments or projects. Provide all members of the organization with advice and guidance in the area of project approach and management8.1. On selected projects, organizes a Design Review team to critique the project.8.2. Encourages the departmental staff and others to be constantly aware of the need for good public and community relations.8.3. Monitors the Project Status Reports and take corrective action as required.8.4. Monitors all projects and consultants to reinforce adherence to system policies regarding purchasing.EXPERIENCE(number of years and type required to meet an acceptable level of performance):Minimum of ten years active, professional experience in an architectural /engineering firm and five years' experience in a healthcare system at a manager level. Experience in the planning and programming of complex academic medical centers with an Architectural/Engineering firm with the ability to establish and maintain aesthetic guidelines for the Health System.SPECIAL SKILLS: The Director of Facilities Planning must have the attitude, judgment and ability to motivate employees to maximum individual and team effort. Director of Facilities Planning must have the demonstrated leadership qualities and the ability to communicate very effectively, both verbally and in writing. At the same time, The Director of Planning draws on different but equally important skills to provide effective oversight and direction for hands -on management of design and construction projects of all sizes involving diverse and specialized skills, detailed specifications, large capital investments and long term impact on the YNHHS .Represents the System FC&C Department regarding complex planning, space allocation, capital budgeting and project management issues. In this process the The Director of Planning interacts and builds good working relationships with senior-level administrators, and department directors.
